Virginia Carter Obituary

Ms. Virginia Carol Carter (Billie), age 65, of Maxton, North Carolina, and a proud member of the Lumbee Tribe, passed away peacefully on January 6, 2026. She was born on March 27, 1960, in Lumberton, North Carolina, to the late Billard Britton Carter

and Virginia Dial Carter. In addition to her parents, she was preceded in death by those who welcomed her home with love.

Virginia is survived by her three children: Amanda Oxendine (James), Phillip Carter, LaTisha Carter-Chavis (Brock); seven grandchildren; and one great grandchild; six siblings: Anthony Dial, Melody Allen (Willie), Harlen Carter, Trisha Carter, Marsha Bullard (Mitchell), and Harold Harris (Phoebe); along with many other special nieces, nephews, family and friends.

Virginia was the unwavering foundation of her family, a steady presence whose love knew no limits. Her children admired the ground she walked on, and her grandchildren knew without question that Grandma/Nana was always there -- ready to lend a helping

hand, offer wise counsel, or simply listen with an open heart when they needed someone to confide in. She poured herself into those around her, leaving a lasting imprint on everyone she encountered. Known for her quick wit and clever, “cunny” comebacks, Virginia could bring laughter into any room and comfort into any moment.

Virginia dedicated more than 20 years of faithful service to the Robeson County Sheriff’s Office, where she worked as a cook at the Robeson County Detention Center. Through her work, she nourished countless individuals, taking pride in providing meals prepared

with care, consistency, and heart—serving her community in a way that reflected her giving nature.

She had a deep love for Dale Earnhardt, NASCAR racing, and the Carolina Tar Heels—especially their colors and team spirit. A few of her greatest joys was spending time outdoors, “piddling” in her yard and looking for steals at yard sales. Her home was surrounded by flowers, trees, lights, and charming little knick-knacks that reflected her creativity and warmth. At the end of the day, she could often be found resting on her swing, taking in the beauty she had lovingly created.

Virginia Carol Carter leaves behind a legacy of love, devotion, laughter, and strength. She will be deeply missed and forever cherished by all who were blessed to know her.
